Yes, robots do count as settlers in Fallout 4. Once you've got the Automatron DLC, you can craft your own robots at the Robot Workbench and they'll happily bumble around your settlements, contributing to the population count just like human settlers. Just remember, they can't be assigned to all the same tasks as humans, but they're great for defense and certain resource assignments!
