You don't need PS Plus to have friends on PlayStation, but if you wanna play online games together, then yeah, you’ll need it.

Having friends on PlayStation is totally free. PlayStation Plus is only needed for online multiplayer gaming and some extras.

Nope! You can have friends on PlayStation without a PlayStation Plus subscription. You just need it for online multiplayer.

From experience, I've made tons of friends on my PS4 without ever subscribing to PS Plus. Just can't play online multiplayer without it.
