Nah, you don't HAVE to let dwellers in if you don't want to. But, why wouldn't you? It's like having a party and not inviting anyone. Sure, you can enjoy the quiet, but it's gonna be a pretty lame party.

Letting in dwellers is key! I once tried to play it super minimal, only a few dwellers. Big mistake. Couldn't keep up with the resources needed to survive. Trust me, more dwellers, more fun.
