Technically, you don't need to pay for basic PSN access on PS Vita. However, if you want the extra goodies from PS Plus, then yes, you've got to fork out some cash.

I've had a PS Vita for years and can confirm you only pay for PS Plus if you want the extra benefits. Basic online access is free and totally sufficient for most needs!
