Nope, you don't have to pay the mana cost when you suspend a card in Magic The Gathering. Suspend is an alternative cost that lets you pay a smaller, usually different cost to exile the card with time counters on it. Then, at the beginning of your upkeep, you remove a time counter, and when the last is removed, you can cast it for free!

Actually, it's a little bit of a 'Yes and no' situation. You don't pay the card's mana cost upfront, but you do pay the suspend cost when you initially suspend the card. So, it's not entirely free, but it's definitely a bargain!
