Nope, you don't have to pay to access the PlayStation Network itself. You can still download games, browse the store, and use media apps for free. Paying is only required for online multiplayer and other PS Plus features.

I've been using PSN for years, and while I do pay for PS Plus to game online, you don't need to pay to enjoy most of PSN's features.
