Yup, when you get banned, you pretty much lose access to all your Robux. It's like they vanished into the digital ether.
Technically, you still have them, but you can't use them while you're banned. In practical terms, it's a no.
I got banned once, and my Robux were still there waiting when I got my account back. Just gotta wait it out!
