Nope, you don't need an Xbox Game Pass to play games on PC! You can still buy games individually from retailers or other online stores like Steam and Epic Games Store.

You can absolutely play PC games without an Xbox Game Pass. But the Game Pass offers access to a huge library of games for a monthly fee, which is a great deal!

I use both methods. Sometimes I buy games on Steam, and sometimes I use Xbox Game Pass for PC to try out new titles without breaking the bank!
