Mostly, yes, you need internet to download and update games on Steam. But once you've got them installed, many games can be played offline. Just make sure to switch to 'Offline Mode' in Steam. There's a catch though - not all games will work offline, especially those that are heavily multiplayer or require constant updates.

Depends on the game. Some single-player games work fine offline, but for most part, you'll need internet for multiplayer and updates.

Nope, not always. I've played plenty of games offline on Steam. Just hit up offline mode and you're good, as long as the game doesn't need internet by itself.
