If you want to play Minecraft online with friends, then yes, you need PlayStation Plus. But for single-player or local multiplayer, you're good to go without it!

As someone who's been building blocky empires for years, I can confirm: you don't need PlayStation Plus for solo play or local co-op. Online multiplayer? Different story.
