Yeah, you definitely need PlayStation Plus to enjoy the multiplayer mode in MW3. Single-player campaigns are fine without it though!

If you're looking to dive into the online multiplayer action of MW3, a PlayStation Plus subscription is required. Solo campaign doesn't need it.
