Nope, you don't need PS Plus to enjoy the solo campaign of Spec Ops.

For the multiplayer experience, a PS Plus subscription is a must. But if you're just diving into the campaign, you're good without it.

In my experience, I've played Spec Ops on solo without PS Plus. Co-op mode, though, definitely requires it!
