Yes, if you want to play Minecraft Bedrock online with friends on Xbox, you need an Xbox Live Gold subscription. Otherwise, you can still enjoy the single-player mode without it!

Nope. You can play offline just fine, but for online multiplayer, Xbox Live Gold is a must.
