It's more like having a permanent lease under the terms set by Steam. So if Steam ever goes away (hypothetically speaking), your 'ownership' might get a bit cloudy.

Yes and no. You own a license to access and play the games, which for most intents and purposes, feels like ownership. You can download them, play offline, and they're yours forever under your Steam account, as long as Steam exists and you follow their rules.
