Yep, you can totally draft against real people in MTG Arena. The drafting part is against real players picking cards in real-time, but when you play your matches, those are against players' decks assembled from the draft, not necessarily live. So, drafting? Yes, with humans. Playing? Also yes, but asynchronously.
