Nope, you don't shuffle an empty graveyard into your library in Magic The Gathering. Graveyards only get shuffled into the library when a specific card or effect says so. Most of the time, graveyards just sit there looking spooky until something in the game interacts with them.

Actually, shuffling an empty graveyard into your library isn't a thing in MTG. Instead, certain spells or abilities might require you to shuffle your graveyard (whether it's got cards or not) into your library, but that's only if the text specifically says so.
