Actually, unless the attacker has some sort of ability that says it can be killed by a 0 power creature (which would be super rare), that 0/3 defender is just chilling, blocking, and not killing.

In my experience, people often forget that defenders, regardless of their toughness, need at least 1 power to deal damage and kill a creature in combat. So, a 0/3 just blocks and hopes the attacker gets bored.
Nope, a 0/3 defender won't kill anything when it blocks because it doesn't have any attack power. Think of it as a wall standing there being annoying but not really hurting anyone who runs into it.
