Absolutely, when a permanent flips in MTG, it retains its devotion. Devotion counts the mana symbols in the mana costs of permanents you control, and flipping a permanent doesn't change its mana cost or the symbols in that cost. So, whether it's face-up or face-down, your devotion count stays the same.

Can confirm from firsthand play, a flipped permanent definitely keeps its devotion. Had a game where this came up and flipping didn't affect my devotion count at all. It's all about those mana symbols in the cost, and they don't go away just because the card is taking a little nap.
