Absolutely not. Buggy's as clueless as us! Even though he was a part of Gol D. Roger's crew, he doesn't know where One Piece is. Being on the crew doesn't automatically mean he got all the secrets. Plus, Buggy's got his own style - he's more about the journey, gathering his own crew, and hunting for treasure.
