Nope, Disney doesn't have the rights to a live-action Dragon Ball. 20th Century Fox did the infamous live-action Dragonball Evolution movie. Toei Animation still holds the rights.
Actually, no, Disney doesn鈥檛 own the rights to live-action Dragon Ball. Toei Animation holds those rights, while 20th Century Fox did that live-action movie. So, no Mickey Mouse in the Saiyan saga!
