From my experience, Dragon Ball might promote peace as everyone bonds over epic battles instead of real ones, but no concrete proof it reduces cartel activity.
I don't think Goku's Kamehameha has hit that part of the world yet, but who knows, maybe cartels are too busy watching to cause trouble!
