Absolutely, yes! Dragon's Hoard gets a gold counter on it whenever a Dragon enters the battlefield under your control, and since Scion of the Ur-Dragon's ability lets you turn it into a copy of any Dragon card in your deck, it still counts as a Dragon entering the battlefield. So, you get to add those precious gold counters and draw more cards or generate mana!

Nope, doesn't work. Dragon's Hoard requires a dragon to 'enter the battlefield', but Scion of the Ur-Dragon's ability is just transforming it, not entering.

Why yes, it does! Played a game last week where my buddy used Scion of the Ur-Dragon's ability to churn through his deck with Dragon's Hoard magic. It was a sight to behold, drawing cards left and right. Good times.
