Does enchant count as target in MTG?

Yep, enchantments can target things in MTG, but it depends on what the card says. If the enchantment says it 'enchants creature' or something specific, then it's targeting when you're casting it. Gotta make sure the target is legit when you cast it or the spell fizzles out.

Not always! Only if the enchantment specifies a target during casting. Some global enchantments just sit on the field affecting the game without targeting anything directly.

Totally depends on the text of the card. If it says 'target,' then yes, it targets. No 'target,' no target. Simple as that.
