Does Encipher target in MTG?

It's a bit of a trick question because Encipher isn't a keyword you'll find on MTG cards. If you mean 'Cipher', the ability from the Dimir guild in the Return to Ravnica block, then yes, Cipher does require you to target a creature when you encode the spell onto it. But remember, 'target' has a very specific definition in MTG, and each keyword action (like Cipher) will specify if it targets.

Actually, 'Encipher' doesn鈥檛 exist in MTG. You might be thinking of 'Cipher.' Just a heads up!
Everyone seems to be fixing the mix-up but let me be that guy - technically every spell or ability that specifies 'target' follows the targeting rules. 'Encipher' isn't a thing, but for Cipher, yes, you target a creature when encoding.
