Actually, 'Encipher' doesn鈥檛 exist in MTG. You might be thinking of 'Cipher.' Just a heads up!

Everyone seems to be fixing the mix-up but let me be that guy - technically every spell or ability that specifies 'target' follows the targeting rules. 'Encipher' isn't a thing, but for Cipher, yes, you target a creature when encoding.
