Yeah, Fallout 76 did start without human NPCs, but they added them in later updates! So now, you can interact with human NPCs in the game. It’s part of what makes the Wasteland feel more alive. They’re part of various quests, and you can find them scattered around. It's definitely more engaging with them around.

Short answer: Yes. After the Wastelanders update, human NPCs are a thing in Fallout 76.

Not just NPCs, but they got dialogue options and quests. It's like they almost turned Fallout 76 into a new game. I’ve spent hours just exploring and talking to every NPC I can find. Makes the game way better IMO.
