Unfortunately, no, Fallout Shelter doesn't support cross-save or transferring saves from mobile to console or between consoles. Each platform is its own little post-apocalyptic island, so you'll have to start fresh if you switch from your phone to your console or vice versa.

Been there, tried that. Had a mega vault on my phone, switched to console, had to start all over. No save transfers.
