Actually, skipping the first draw is a rule across all MTG formats, not just 3-player games. It's all about balance.
Slight disagreement here but, in my endless nights of MTG, not once did the first player draw on their initial turn, no matter the player count. It's the law of the land in MTG.
First player draws in 3-player MTG? Absolutely not. That would be chaos.
