Nope, in Magic The Gathering, the first player does NOT draw a card during their first turn's draw step. It's all part of the game's balancing act to give the second player a bit of an edge since going second can be a bit of a disadvantage.

Actually, the first player doesn't draw. It's a rule to balance the game since going first is already a big advantage.
