Yep, Hapatra does indeed make snakes when you deal damage with infect. Hapatra, Vizier of Poisons specifies that whenever -1/-1 counters are put on a creature, you get to create a 1/1 green Snake creature token. So, if your infect creature deals damage to an opponent's creature (remember, infect damage is dealt in the form of -1/-1 counters), Hapatra will see those counters being placed and happily start popping out snakes for you.

Actually, while yes, technically you can make snakes with infect damage through Hapatra, I find this combo kinda slow and not as game-winning as others make it out to be. There are faster, more efficient ways to maximize Hapatra's ability.
