LOL, it kinda does and kinda doesn't. Basically, you wanna avoid inbreeding because it prevents further pregnancies with those related dwellers. So, keep track of family trees or it'll be a soap opera down there. But strategically? Pairing dwellers with high stats can lead to offspring with better starting stats, giving you a small leg up in the vault management game.
