Nah, Lavinia's ability doesn't mess with time counters. Her text specifically targets noncreature spells that you'd cast without paying their mana cost. Time counters, like the ones from suspend cards, still tick down as usual. She's all about keeping those zero-cost spells in check, not messing with the fabric of time itself.
