Actually, while Meijer does carry MTG cards, don't expect to find the super rare stuff there. It's more for your casual play or starting out. If you're hunting for those elusive rare cards, your local game store or specific online retailers might be a better bet.

Yes, but stock can be hit or miss. I scored some great booster packs there once, but another time they were totally sold out. Seems like it depends on when you go and a bit of luck.
