Short answer: Yes, it targets. Mutate in MTG requires you to have a target non-Human creature on the field. No target, no mutate.

Absolutely, mutate does target. When you're casting a spell for its mutate cost, you target a non-Human creature you already control. Gotta be careful though, because if that target creature gets removed in response, your mutate spell doesn't do its thing and just enters the battlefield as a creature instead.

I've been playing MTG for years, and yes, mutate definitely targets. Was playing just last week and had my mutate spell fizzle because my buddy zapped my target creature right before the mutate could resolve. Always have a backup plan if you're going to use mutate!
