Nah, don't count on it. Most McD's ran through their Pokemon card stock ages ago. You're better off checking online or at a dedicated card shop for your Pokemon TCG fix.
Got some from my local McD's last month! They were running a promo and had a bunch of packs. So, yes, some do, but it's all about timing and luck.
