Nope, they're totally separate. Revenant boosts damage after you get revived, and Mysterious Stranger... well, he just shows up randomly to help in V.A.T.S. They don't really interact.
I've been playing Fallout 76 since launch, and I've tried this combo. It feels like hitting the jackpot when both perks align perfectly. The Mysterious Stranger giving that extra oomph while Revenant's active definitely saved my hide more than once. Great for those 'oh no' moments!
Honestly, don't rely on it. The chance of Mysterious Stranger appearing exactly when you need him while Revenant is active is slim. Cool when it happens, but don't build your strategy around it.
