Yes, if the account with the PS Plus subscription is set as the primary account on the console, all other accounts on that console can benefit from online multiplayer and access to free monthly games!

Nope, only the primary account can use the PS Plus features.

I've done this myself. Set my main account as primary, and my whole family gets to enjoy online gaming and the monthly games. Pretty sweet deal!
