Nope, power armor doesn't stack with regular armor in Fallout 76. When you jump into a suit of power armor, it basically replaces your regular armor. So, all the bonuses and defenses from your usual gear get paused until you step out of the power armor frame. It's all about the power armor's stats when you're suited up!
