Yep, Propaganda effects totally stack in MTG. Each Propaganda you have on the field will require your opponent to pay an additive cost to attack you. So, if you have two Propagandas out, they'll need to pay an extra 4 mana per creature they want to swing with. Control players love this trick to make attacking nearly impossible for their opponents!

Short answer: Yes, they stack. Each Propaganda on the battlefield adds its own additional cost for your opponents to attack you. More Propaganda, more mana they gotta pay!

Actually, while they do stack, it's not always the best strategy to rely on them too heavily. Sure, making your opponent pay more mana to attack can deter some strategies, but in a game as diverse as Magic The Gathering, there are plenty of ways around it. Spells, abilities that don't involve attacking, and alternative win conditions can all bypass Propaganda's effect.
