Unfortunately, no. The PS4 Pro can stream 4K but can't handle 4K Blu-ray discs. The PS5 is the one that supports them.

Nope, the PS4 Pro doesn't support 4K Blu-ray discs. It can stream 4K content but not play physical 4K Blu-ray discs.
