Your PS5 doesn't have to be fully on, but it needs to be in Rest Mode with Remote Play enabled in the settings.

Nope, just make sure it's in Rest Mode and Remote Play is turned on. You're good to go!

I've used Remote Play a lot, and as long as it's in Rest Mode with settings configured, you can access it easily.
