PSN will refund preorders anytime before release and within 14 days after release, but only if you haven’t started downloading or streaming.

Yes, PSN does issue refunds, but it's a bit tricky. You have 14 days from the purchase date to request a refund, and the game must be unplayed or not downloaded.

It's hit or miss. Sometimes they enforce their policies strictly, but customer service can be pretty accommodating if you explain your situation well.

I've gotten a refund from PSN before. Just make sure the content is unplayed and the request is within 14 days!
