No way, emblems should stick around. They're earned, not just given. Restarting shouldn't wipe those achievements away.

I actually restarted a game once where my buddy had this annoying emblem giving him an edge. Guess what? Restart wiped it clean off the board. Can confirm, emblems get reset.
