Riolu doesn't spawn in the wild, sorry! You can hatch it from 10 km Eggs or get lucky with special events. Happy hatching!
From personal experience, Riolu can be a tough one to find. Your best chance is from hatching 10 km Eggs, especially during specific events.
Riolu in the wild? Wishful thinking, but no luck there. Eggs and certain events are your best bet.
