Yep, Sigil Captain does work with power checking cards. Basically, if you have a creature card that enters the battlefield with a power of 2 or less, Sigil Captain's ability kicks in and puts two +1/+1 counters on it. Just remember, this happens after the creature enters the battlefield, so any 'enter the battlefield' effects that check power will see the creature's original power, not the boosted version.
