Actually, Steam does not put a cap on download speeds. However, if your ISP has a bandwidth limit, that might affect your download speeds. Also, peak times can slow things down as more people are downloading.

I've never noticed a cap. My downloads go as fast as my internet can handle. But yeah, during big sales or game launches, it feels like a snail because everyone's downloading.

Nope, Steam doesn't cap your download speed. Your speed is mainly determined by your internet connection and how busy the server you're downloading from is. Sometimes, changing your download region in Steam's settings can give you better speeds if the local server is congested.
