Not exactly, the Steam Deck doesn't support all Steam games out of the box due to hardware limitations and compatibility issues. Nope, but it handles a ton. Got my deck a while back and been pleasantly surprised at how many of my fav games run smoothly on it. It's more about the game's compatibility with SteamOS than anything. Some super heavy AAA titles might give you trouble, but there's always workarounds or updates coming out.
Not all, but it's getting better! Devs are working on making more games compatible over time.
