Nope, the Street Fighter 30th Anniversary Collection doesn't include Street Fighter 4. It's got classics from Street Fighter 1 to Street Fighter 3: Third Strike, but no SF4 in the mix. Hey, I've got the 30th Anniversary Collection myself, and can confirm it doesn't include SF4. It's more of a nostalgic trip through the early Street Fighter titles, which is still super fun!
