Yes! Street Fighter 5 Champion Edition includes all characters released up to the point of its launch in February 2020. You get 40 characters right out of the box, but keep in mind newer characters released post-launch will need to be bought separately or with Fight Money.

Yep, you get 40 fighters with Champion Edition. Characters released after will cost extra.
Almost! SFV Champion Edition includes all characters up to the February 2020 release, but for any additional characters released later, you'll need to purchase them separately or unlock them with Fight Money.
