Not exactly like the Brotherhood of Steel, but the Board kind of fills that role with their iron grip on civilization. Think corporate overlords instead of power-armored knights!
Having played it a lot, I can say the various corporations, especially the Board, give off that authoritarian vibe you're looking for. Just swap out the armor for suits and ties.
The Outer Worlds has its own unique factions, but none are quite like the Brotherhood of Steel. The Board gets close with their top-down control.
