Yep, The Reaper respawns if you go back to Tartarus and wait long enough. So, if you missed your chance the first time, just gear up and try again!
From personal experience, I can tell you that The Reaper will come back if you keep wandering around Tartarus. I had to fight him multiple times because I kept getting overconfident!
